The story of how I went from a terrible artist to an ok artist went like this. I was just laying down in bed and I had my architectual drawing notepad because I do that shit. I saw rule34 made by sunibee and I said to myself "hey, Im gunna draw that", and so I did and it far surpassed anything I had drawn before. It was amazing because this ability came from nowhere. I tried copying shit until I found a style I liked and ended up on the draw thread. Still have no idea why I can draw now, but to answer that question, sunibee, sssonic2 and artists with styles like that inspire me the most.

My honest opinion is that you should start with pencil, and learn 3 things, how to do proper anatomy, how to apply the right pressure, and how to do consistantly clean lineart.
Then on the computer, try to do lineart to where you could do it on paper, and learn to color and do backgrounds.
Pen first, tablet later.
Although, i you have a 3ds, download and use colors 3d, it helped me a lot because I could essentially cut into the middle ground and do digital art just like on paper.

The answer is to not rely on motivation. It's great to have it, it's the best, but if you can't draw without motivation then you're going to end up in the same place the moment your drawing high wears off next. Draw until you hate yourself and then draw until you're okay with hating yourself.
