There is no precedence between the two, hence pemdas, bedmas or whichever fucking one you have can still be correct. They are the same 'tier', they come before additon and subtraction, which are also on the same 'tier'. Actually here is how you get 15 minutes.

Imagine cutting a perfect square, 1 foot by 1 foot, straight down the middle, leaving you with two rectangle shaped pieces. This 1 foot long cut took you 10 minutes. Leaving you with to pieces that are 6" by 1 ft.

Next cut, you cut one of the rectangle pieces in half, the narrow direction, so you only have to cut 6" instead of 12". 6" of cutting time takes 5 minutes.

So, you have one piece 6"12", and two pieces that are 6"x6".

With total cuts required, one 12" cut, and one 6" cut, that require 15 minutes of sawing to do.
