That would actually work. Right now, we only send the best of the entire country. There are a lot of athletes who would be competitive if not medal from the US that never see the Olympics. So, New York could send their best, California, Texas, etc. All 50 states.

The UK had 373 athletes that competed in the Olympics, that then won 67 medals. So it works out to be 18% of the athletes won a medal ( If they only win one each )
But the US had 558 and won 121 medals, so they had about 22% win a medal.
But if you factor the size of the country then the UK have a population of 64.1m so about 0.000006% are athletes. Where as the US has only 0.000002% and so the UK has a higher % of talented people.
I mean if the EU wants to consider each state in the US counts as a country why don't we let each state send all the people they want without exceeding the limit of course because at that point pretty much every medal will belong to the US but just be divided among the states because technicality
