Well, Riot and LoL in general has basically been a clusterfuck from the start.
It got way more popular than it ever expected and just never seemed to figure out where to go.
They balance reactively based on generalised audience response on the forums instead of actual testing and often with the subtlety of a sledgehammer.
I'm not sure they'd be able to solidly test even if they tried, considering last I checked the average Rioter had a skill level lower than the standards of your average fur poster.
Sometimes when there is a question they feel would get a negative response if they answer, they prefer not to answer.
Or maybe things have changed since I played and I am just waffling.

I think the only community thing they really did when I was playing was the Tribunal and the ability to give players an 'award', like honorable opponent (which became known as the Feeder Tag, as the enemy team would always give them to feeders)
