The gps signal and the triangulation tracks your actual position it ain't got no movement or step tracker.
What i saw is that you can put your phone on a ceiling fan it's diameter could be enough to make the gps signal recalibrate agian and agian counting it as movement.

I just started playing recently. How are Pokemon getting up into the 1000+ range. Do you find higher CP pokemon as you get to a higer level or something? It just seems for me like I've not found anything that could ever touch this stuff no matter how much I optimized.

I can't get anything besides basic Pokemon near me. All my somewhat "rare" are hatched. God damn Golbat is my best Pokemon. All the gyms near me are just the Eeveelutions holding the gyms.

That being said though, saving up a bunch of evoluyions and using a lucky egg is a great way to get levels quickly. Once I got some as a level-up reward, I had a shitton of common candy, so I popped my egg and made a bunch of Raticate's/Pidgeottos and got 2000XP per evolution, so that was nice.

Yeah I know CP has alot to do with trainer level. But I read somewhere about people evolving 100 cp pokemon and they turn into like 500 cp pokemon. Where as a 200 cp pokemon can go up to 700-800 or so. Which made me kinda think that if you realllllly wanted to make a pokemon strong maybe you could max out its cp in base form then evolve etc. But I am not sure if thats how it works as I haven't tested it

They are higher level. The higher your level, the higher the CP of pokemon you can potentially find. That's why you should save your stardust/candy and just save up a bunch of easy evolutions and use lucky eggs.

Catch a ton of pidgeys, weedles, and caterpies
Evolve all of the pidgeys, weedles, and caterpies that you have the candies for
When you run out of candies, transfer the remaining pidgeys, weedles, and caterpies for their candies
rinse and repeat
You will gain levels quickly this way. In one day (playing for about two hours), I went from level 7 to level 15. Always make sure you have a lucky egg set, you get double xp for everything you do (which is really good for evolving pokemon, which gives you 500 xp and 1000 xp with a lucky egg set).

Follow those steps to increase your trainer level (having a higher trainer level allows you to increase the combat power of your pokemon to ever higher levels).
Stack all of your stardust until you reach at least level 15 through 20. After that, power up the pokemon you actually want to battle with.

Go to a place with multiple pokestops nearby and catch a bunch of pidgeys and weedles.
After you get a bunch use a lucky egg and evolve them to their first evolution, then transfer them for more candies.
Once you get higher level better things will show up and you can evolve higher CP pre evolutions if they're good enough and keep them.
