Varies by state, some require some dont. My state doesn't but I have a couple cop buddies that say it is a very good idea to notify them. They are trained to observe you and things in your car so if by chance they see something in your waistband print or if your shirt comes up as you're reaching for something they are aware of it. I think the problem is that you don't take into account how much of their job is subjective. There isn't a handbook that explains every scenario in detail. Only guidlines to follow under certain circumstances. The cop could have avoided killing him, of course. But what us "pro cops" are doing is taking into account the cops thought process. Its easy to say that you personally wouldn't shoot the man and you would have tazed him or been more clear, but the fact is that something happened that caused the cop to pull that trigger. Something that activated his instinct to protect himself. That is what we are trying to figure out. If it turns out that there was no reasonable motive, then I'm all for sending him to prison for manslaughter and removing him from the ranks.
