Considering this was over 200 years ago, the foresight to see how powerful weaponry could be today was never envisioned. Each household could have one weapon of small arms, a low calibre and it still wouldn't mean a thing, since weapon sales are not as regulated as they should be.
Plus: a militia back then was just a bunch of guys from the county with some military training and weaponry. This does not apply to everybody in the country, just armed forces.
