He probably had the most character development of anyone in the show, and despite still being an incestuous cunt, he's wellrounded and enjoyable to watch. He did some bad shit, but his trip with Brienne made him a new person.
I would have said Tyrion, but he's been surprisingly dull this season. I was kind of hoping that we'd get to see him run the city with Varys, but he's spent literally half his screentime doing filler scenes with Grey Worm and Missandei. They should have cut a large part of Daenarys' scenes, as well as some Fabio & Lord Friendzone shit in order to make room for Tyrion fixing up Mereen. I mean, we get it, Daenerys pulls some caper in order to get the Dothraki to follow her again. I really did not need to see all that boring shit with her speaking to characters we'll never see again. We already KNOW she's going to get out again. The temple scene would have been enough.
Speaking of that, I still don't like Daenerys. I thought I liked her in season 1, but that was because of Drogo. After that she's done dumb shit nonstop, and literally the only thing that have kept her from being stabbed and tossed into a river (like an actually badass female character) is her Skyrim-like fire immunity, and her Skyrim-like dragon affinity. Other than a talent for the theatrical, she was no leadership qualities.

Like I said, that's a made up distinction that modern fantasy authors run with because it gives them more distinct creatures to put in their stores. In actual history, there's not really a distinction as EVERYTHING that looks even remotely dragonlike were considered dragons. The first depictions of them were considered dragons and it wasn't until way way later that people started calling them wyverns, likely because languages change over time.

None of this shit means people have to like the character. The entire series is full of people with similarly shitty backgrounds, and they somehow manage to be better characters than Dany. She's just unlikable, and part of it is because she gets everything thrown in her lap, and it's shown off as her being competent, while in reality it's just her being lucky.
And her motivations are flimsy as fuck. Take another unlikable woman in the show: Cersei. She's a bitch, there's no denying it. She's crazy. But she still shows more human qualities than Dany. We know why Cersei is doing what she does, we can see what she's trying to do, and when she makes mistakes the world around her acknowledges those mistakes.
But Dany? She's still going on about conquering Westeros, and magically not one but TWO Ironborn fleets are vying for the right to carry her army over. With her shit in Slaver's Bay, it looked like the character might just actually be in danger of having realistic motivations and ambitions, as well as developing a little. But then the plot just took her away to give her a Dothraki army while the entire Mereen arc was put on hold.
She's a shitty character because she's written shittily. Not because she doesn't have certain in-universe capabilities. For fuck's sake, Tyrion can't reach high shelves, yet he isn't a shit character.

She was being taken care of by experienced knights, and most likely grew up around other knights, and since she was royalty, you can bet she had the best education available to her. Look at her brother, dude was driven and knew a lot about the history of the world he lived in.
She just wanders around collecting people smarter than her and fucking some of them. Then when it's required, pretending to be strong willed in front of a bunch of people. The character is weak and unworthy and the actress playing her actually does a really good job of portraying her insecurities.

But she is still a terrible character. Saying "what do you expect" doesn't really change anything about her. Really, what I expected was for her to assert much more forceful control over the areas she's conquered, which might happen now that's she's reacquired the dothraki and gone back to mireen. Most likely what's going to happen though is they're going to be all like "omg khalessi you made it omg let me kiss your toes" and she's going to go on a power rant about what she wants to do, and then everyone around her is going to end up doing it all for her just like the entire rest of the series.
