Second, there's loads of laws in place that should have prevented numerous shootings. The actual reason spoken from an impartial third party is because the law protects their rights to have it. The American government is steadily applying more pressure for limiting the rights of American citizens to bear arms by making certain weapons illegal for civilians to own (and here is the kicker) but legal for police to use.
This makes it impossible for a citizen to defend themselves and their state which is what the amendment was designed for.
