Water cooling doesn't really affect idle temps that much but is very nice for keeping load temps cool

It got rekt my one of my buddies when I took it to a lan(just gpu because rig to really hard to move with custom loop) He asked to borrow it and his psu destroyed it. He gave me the money for a new one, i'll probably get a 1080 or something.

For a good PSU, 850W is about $120-140, or so. An equivilent quality 1000W PSU would be around $200-240. Having more power that you need does nothing at all for performance.

Oversizing a PSU doesn't do any harm either, it ensures it operates well under non-optimal conditions because it has a bigger buffer, better cooling, etc. Also many PSU's never supply what they pretend to do and on top of that, it's always combined power, so could be you lack power on the 12V lines, for example. There's not really a point to be made against a "too big" PSU.

30$ case, 60$ power supply, whatever motherboard fits your cpu, should be like 60$ and you can find bundles that include a 6300 with a mother board for under 180$. That'll be fine for you. I'd recommend AMD for the cpu, the 6300 is perfectly fine as long as you get a third party cpu cooler for like 20$. Buy whatever hard drive. Get a 1tb for like 50$. The ram is whatever as well, at 8gb. Name brand 2x4 kits are super cheap, like 30$. Then a 20$ wireless card (PCI). Spend the rest of your money ( like 300$ ) on a gpu. I'd recommend a GTX 760ti or above. Allow room for monitor, mouse, keyboard, etc...

The new pascal architecture looks really nice, if the next generation (volta) will be a so much stronger than the generation before again, than I'll definitly buy it. I just want to skip the pascal version because I already have maxwell and don't need a new gpu so often.

Nope, R9 390 has 275W tdp (if u don't overvolt) and the performance on full hd is lower.
I have the 970 and never exceeded 3,5gb ram.
btw: 200W at 5hours a day 300day a year... 300KWH -> 78€/year cost for only gpu...
add other factors like efficiency from psu...
have fun with your efficiency...
I don't like the r9 390.
But you can unlock it if you're lucky, which is nice.

The fuck are you on about average energy costs are $.10 per KWH that's 30 dollars. But if we compare that to the gtx 970 with a tdp of 175W that gap is under 10 dollars a year seriously who the fuck would care.

Well, a CPU is not something you can have much problems with, so cost to power should be the factor of your choice. I personally went for Intel as it fit well in my build.
