This looks like it is an allergic reaction to an insect bite, a type IV hypersensitivity. There may also be some mild colonisation with staph and other bacteria which normally live on the skin, but you dragged them in there by scratching and not dressing it properly. Inflammation from type iv sensitivity to bites can spread along veins/lymphatics and resemble infection. It is likely not sepsis since you didnt mention any systemic symptoms like fever.
Just clean with antiseptic and cover it. If it keeps spreading or you get fever/blurry vision/pus on the wound, go to a doctor.

Looks exactly like ringworm I had as a kid from a stray neighborhood cat I used to feed and play with every morning before school.
I had it all over my arms and then my legs; if it is ringworm then it will spread in the next couple days.
Depending on the country you are in, you can most likely go to the pharmacy and pick up an ointment for it.
