It's just a GPS Antenna. It's got an HF output, no data wires, no processor, no voltage supply. Definitely no Tracker, which would also nead some mobile connection (e.g. GSM) including antenna an power supply. also it's much too clean, it obviously hasn't been behind an car's bumper.
