The doctor that did my surgery has an approach that he uses for all circumcisions. I believe that he sliced my frenulum vertically, so that it could stretch when my penis becomes erect.

Go to the doctor, get steroid creme and start stretching it. Do that for a few months, if it still doesn't work, which it will for like 90% of people, get it cut. I had to get it cut too, avoid it if you can, the operation recovery is quite painful and it's pretty insensitive now. I can smash the head of my dick on a wall and not feel shit.

Find a doctor who will give you a really loose circumcision, so only the tight phimotic skin is removed, and you're still left with a lot of slack. That way it'll still at least partially cover the glans when you're soft, just like on guys who naturally have a short foreskin, and offer you protection from desensitisation. Later on you could even stretch the skin out over a few months to regain full coverage if you wanted.

It's not so bad, at least now I can actually have sex with it, before I couldn't (cus obviously putting it in would try to force the foreskin back). Plus, no harm in trying the steroid creme, it works for a lot of people (it basically thins the skin so it makes stretching easier and more likely to succeed).

I booked a consultation which was free of charge and we discussed the risks of the procedure, the type of circumcision, the method, the reason, etc. Everything. It made me feel quite comfortable and confident. It was good.
My surgeon was about 50 with lots of experience. Very calm, collected and professional sort of guy.
Yesterday I went in to get cut, sat in the waiting room for about 15 minutes feeling quite nervous. Finally he takes me into a room, and has me lay down on a bed. He instructs me to remove my underwear/pants to knee level (First time a man has ever seen my penis, very weird) but it felt perfectly normal after about a minute. Next he placed a plastic sheet over my genitals with a hole for my penis to come out of. He sterilized the area. Next he injected me with a lengthy needle of anesthetic into the base of my penis, down into my pubic bone. It felt very very strange, and also it was psychologically just pretty intense having a needle go into your penis. He injected me a few more times, and then applied a topical spray onto the head of my penis to reduce sensitivity. We had a conversation (and talked casually during the entire procedure) until I couldn't feel anything. Next he grabbed my foreskin with forceps, and began cutting the skin off. This took about 15 minutes. He also used some sort of machine to cauterize veins in my penis I believe to reduce bleeding. After the foreskin was removed, he stitched my penis up. It felt very bizzare to feel the pushing and pulling of the string as it was threaded. Finally I was bandaged up. Before he bandaged it he encouraged me to look at it. It looked very good, (and is the only time I've seen it as it's been covered ever since until tomorrow).
I should clarify:
The sheet obstructed my view, the only reason I knew what was happening was because he talked me through the procedure. I felt absolutely nothing other than the initial administering of the local anesthetic.

It's not actually scar tissue, but yeah, basically. It's more of a plaque-like growth on the foreskin (in men), can spread to the frenulum and glans.
