this is not uncommon.
the details are usually what tells the age.
some builders grab the newspaper they read at lunch time, and put it inside the wall if they think it'll be around for a while (like a basement wall, a morter fireplace, etc.
coolest thing i've found was a pistol, and the a note the guy left saying he was putting it here else he'd use it on his wife's ex-boyfriend.
have a pic of it on my other computer. know a guy who found well over 50k from a structure built in the seventies in a criminal's house. read a story about a safecracker who bid on a safe and when he got in, there was a live grenade attached to the door (in case someone tried to enter by force).

It's probably just a cheap builder. Didn't want to pay for extending out the floor so they just walled the old stairs in. They would probably have needed more structural bracing somewhere in that area as well perhaps so that could also raise the cost of the renovation.
I'm assuming you still have access to the floor below just on a different staircase.
I've seen in short commercial buildings (like 4 or less stories) rezoned for residential it sometimes happens with some of the fire stairwells. Rather than spending money to rip them out they simply wall them in.
It's mainly because of building code. A commercial building usually has a central stairwell plus 2 side stairs for fire code (or more depending on size). If you convert a 3 or 4 story commercial building into a row of townhomes they will simply wall off all the stairwells since they are not required by fire code when you have separate entrances to each home.

I am busy, though actually working as a superintendent now, which is more fun than it sounds. I've lifted structures like what your describing- I don't recommend using pneumatic or hydraulic jacks however, due to the chance of a seal or whatever failing.
