I'll TL;DR for people but as my experience as a student and a teacher the issue is thus:
1) the dresscode is less about distracting boys and more about professionalism for work and what is appropriate in a academic or professional environment
2) yes some guys will get distracted and thats an issue, it's something the boys need to address but at the same time they are horny hormone ridden kids, this same girl will scream bloody murder when a guy stares at her in her tank top and visible bra. the dress code seeks to stop the complication altogether because it's a school trying to teach not a public place to deal with awkward social interactions
3) the amount of schools for which this dresscode applies to the males as well as the females is the majority, that includes staff (remember this is an academic environment a professional space, not the mall)
4) it protects teachers from misunderstandings (of which there can be many) self indulged, vain and inexperienced children who can misunderstand an idle glance as something more. this goes for both male and female teachers for both male and female students. Most teachers aren't interested but the kids aren't smart enough or old enough to realise that yet so anything and everything becomes a sign of meaning and importance (think relationships at 14 years old, just holding another girls hand got a guy harrassed for cheating)
5) and most of all it's about structure and rules, these kids are about to be thrust into a huge adult world where there are hundreds of rules in millions of different spaces. these can change dependent on who the person is, what time of day it is, who they are around etc etc and these children will be expected to know and follow them all without anyone to question about them and while they are in school they get some slack with their regard but as soon as that is over it's game on.

Well i didn't get any fish or fishing poles from my school.
40% of my class was put on the back burner in favor of rich kids. That means no school trips, no help, constant accusations of class disruption for sneezing and coughing and shit. The list goes on.
