I live near Philly so it's really easy. Generally you just need to know which blocks are in business. Then you just drive to that block, walk up it or drive through it and if nobody comes to you first, just say what you're looking for to anybody you pass (i.e. Say "dope" if you're looking for heroin "powder" for coke, etc).
