I work with a dog rescue organization that specializes in APB (just a local thing, not national). I strongly believe it is 98% nurture over nature. When we get puppies, even up to a year old, and put them in a good environment, they come out find and we're able to put them with folks and have no issues. Older dogs are very hit and miss, we end up destroying something like 60% of animals over a year.
A lot of our call outs are from law enforcement. You can pretty well predict how it is going to go with a dog based on the police report. If they are coming from white trash or gang-bangers, you might as well just take them straight to the backroom.
