I respectfully disagree, and think that's a gross generalisation of both of those bands. Listen to Tool from Opiate all the way up to Lateralus/10,000 Days. They changed quite a bit, going from heavy '90's riffing to experimentation and settling for some longer, heavier pieces on 10,000 days with breaks between (Vicarious, Right in Two).
Nails, on the other hand, exemplifies to me interesting and restrained song-writing with a limited number of tools at the disposal for the genre they wanted to make. Mashing up punk and hardcore (as the guy himself has said) and making it much, much heavier and conducive to a live setting.
Also, they don't 'blast-beat'. They play fast. Not to mention they have songs which are absolutely dripping in groove like Wide Open Wound and Suum Cirque, showing they don't need to rely on hitting the snare really fast to impress edgy 16-year-olds. Honestly, go back and give these bands a listen with no expectations and you'll like them if you like metal at all.

Their first album is pretty good too, but the split is God tier. They were close with Toxic Holocaust, but drugs brought them down.

Cobalt is my favorite. Makes tools hold up so much better than HSS. As far as materials to work with though, I like using 4140. I can usually get a good finish on it, and the shit holds up. Tool steel is nice, but it's the worst for tiny needle-like shavings, getting stuck all in the fingers and hands. Almost as bad as berylium copper, except at least it isn't carcinogenic, I guess.
