It is that hard. Korea simply doesn't have the kind of weed culture that developed in Western countries. They view pot smoking the same way people in the US and Europe view heroin use. That's why whenever a celebrity is caught smoking, it's big news and tends to ruin their career.
Then there's also the legal situation. I'm not sure if it's the same for Korean citizens, but if you're a foreigner, you can get piss tested at any time, by your employer or the police, based on suspicion alone. If you get caught, you get massive fines, jail time, and/or deportation. Your chances of getting charges dropped once the cops nab you is practically zero. The police will pressure you to rat out your dealer or any other smokers you know (and you will). If your dealer gets caught, they'll pressure him to rat you out (and he will).
So basically, it's possible. But not worth the risk. I wouldn't even be able to enjoy the high knowing that if I get caught, I'm basically fucked.

Water doesn't help everything, it just cheeses the drug tests. Most professional drug tests know when your piss is 90% water and will fail you on the spot. I'm 6'6 245lbs, exercise hardcore daily and I failed a piss test after 3 months.
