These are fluffies we are talking about though. Honestly if they existed? I think they would be hella popular. Old farts whose families don't want to see / deal with them they would get a fluffy which would become their sole companionship (and yes this is a thing. People abandon the elderly all the time).
Children would have something to play with which is relatively harmless (just shove a tampon up its ass. Problem solved). Hell I even wouldn't mind having a fluffy run around just because it would cure my crippling loneliness. I would likely treat my fluffy very well like the other animals I've had growing up. I'd want one that's young so I could train it to be a good pet. It would basically be a dog that I could talk with so yeah I see the appeal.

Treat the foals extremely well to the point that they love you more than their mother. I'd let the mother in for a handful of hours per day so they can all have contact. Another alternative I could do is put the mother under anesthesia one night and amputate her hind hooves. I'd say a monster outside did it and I saved her from being completely eaten. Being grateful and scared of outdoors she'd love me. She has limited mobility but can still sit upright. I'd have a harness with wheels for her hind legs when she's a good mummah treating all foals equally. Take the harness away when she's bad. Essentially I can give and take her legs at will. If its tamagotchi I suppose it can be confined to your home. Occasionally you'll hear a scratching at your door and open it to see a few ferals. Depending how you deal with them you can kill the smarty or try and "fix" him.

there is one of the previous flash games made. I can see this kind of art style or similar style of game work. Only a bigger setting such a house with multiple rooms and the such.
We have games like Petz, Nintendogs, tamagotchis, etc. Mix it together with some kind of breeding game like Viva Pinata, Harvest Moon, or even spore.
The hardest part would be the fluffies themselves IMO.
