The prospect of having children for the dependent classes appears as a source of income, but as a massive expense for the productive classes. Middle class parents have to make a lot more money to support their families, and that bumps them up into a higher tax bracket. Middle class families also don't get nearly as much subsidy for their childcare and costs that were otherwise deferred by having a stay at home parent in the past.
