Pichu is actually way better than the other low tiers. He has good speed, a usable projectile, very good up throw for starting combos, pikachu's really good nair, an up air that sets up combos really well, a strong kill move in upsmash, and pikachu-esque edgeguards (aside from the lack of a tail spike).
He still sucks but since he has the speed and some decent moves to use with it, I think he's better than Kirby, bowser, Zelda, Roy, Ness, Mewtwo, and maybe g&w.

Practice like a mofo, when I started, it was 4 hours in the lab everyday for 2 weeks. I actually started on PM Wolf and moved to Melee Fox. You have to set goals for your tech skill practice too. Make a routine you use in handwarmers etc. and grind it out! Practice the useful stuff like shield pressure and waveshines first, worry about the fancy stuff later

Best way to practice waveshine? I would say to practice wavedashing across the stage til you have the motion down perfect. Then practice shine -> wavedash in place. After you get that down you should be able to start doing it pretty consistently. I stream my practice sessions every friday with local players and I answer tons of questions too
