No medicine can be 100% proven to work. If you use this logic, you should never take any kind of prescribed or even over-the-counter medicine. To continue that line of thought, how do you know your car is 100% mechanically sound? Or that the food you are eating is 100% free from dangerous contaminants?
This line of thinking is also deeply flawed in another way. The options aren't "0.00009% risk of side-effect from vaccination" vs nothing. It's risk of side effect vs. horrific, life-changing disease. All vaccines are carefully approved, with clinical trials determining what those side effects are and what the risks are. A vaccine is only ever approved if the alternative (i.e, common outbreaks of dangerous disease) are worse than the risks.

The risk vs reward is tremendously weighted in favour of vaccines. As for "poor quality checked", do you have anything to back that claim up? Measles, like any other virus, likes to flourish in dirty, contaminated areas. Mix a large number of people with various health-based regiments (or lack thereof), then statistically there would be the remote chance that one could get Measles.
Also, from the same CDC site:
