No that's wrong. America spends more money on education than most countries. The reason why this or that billion dollar bond didnt help Ms. Magullie buy crayons for her classroom is because whenever the politicians write a big check a dozen layers of bureaucracy decides how it'll get spent, and each of these guys gets a paycheck for it. By that time that billion dollars has been earmarked, rerouted, or just plain wasted it's debt.
