Copying intelligence is not the same as being a real AI. Microsoft's AI doesn't appear to be designed to come up with new, rational thoughts.
This was a parrot, and its gimmick was the same as a parrot's. A real AI would actually rationalize and understand human expressions. It would at least try to understand or balance the facility of murder or racism. At least come up with a justification, or rationale for its views. This machine just believes what you tell it to believe.

Just because no one has gone far enough to develop the parameters to create real, sentient intelligence (Or as perfect a likeness as possible) does not mean that it is impossible.
This is not an argument from logic or consequentialism, it is simply how the parameters are set up. A real AI that can take in, process information, ruminate on it and come up with a solution would require real calculations that would far surpass anything that most computers today could handle, but it would be possible. The purpose of an AI is to act as a likeness of a real human brain. If you were to create a structural learning environment for an AI to reason, have a conscience, process information, come up with new explanations, you'd be looking at least seven different processes working at once. It would also have to remember things and have feelings. These are not complex solutions to develop, but your pea-size brained "AI can't do that" argument is bullshit. One day someone will do it and it will probably shock you.

And you're right about chatbots, they don't actually learn. But they do simulate the taking of information and responding to it accordingly.
