First off, exit nodes are only used to access the clearnet through Tor, NOT for hidden services (onions). Second, the whole point of Tor is that you're still anonymous even if an agency does control an exit node. They can see what kind of traffic it is (and even this limited substantially by HTTPS), but have no idea who made the request, only where it's going. The only way to "break" Tor is if you happen to control multiple relays on the same path and do packet analysis, but even then it's all encrypted unless somebody is using unencrypted HTTP only and you have access to both a relay and the exit node of the path
