Google "police mutual aid agreement" and read some of the links. The first one is CALEA, a law enforcement accreditation agency. They're not really supposed to, per se, but they can if the want. It would piss off that cops supervisor if he found out he was doing that though, for wasting department time.

In theory he could, but likely wouldnt. That cop would then be obligated to show up in a court possibly hundreds of miles away and that cops boss would be super duper pissed because the way he sees it is that he doesn't pay his cop to enforce laws somewhere else.
Other posters have already fucking explained that the is an interstate agreement in place that allows cops to ticket you out of state.
