That verse in Matthew was referring to God's stance against evil doers. He brings a sword against the evil doers.
The point was that God expects us to be good and requires us to be good to enter Heaven, yet he allows evil and created us with the ability to succumb to it ourselves. THAT is malevolent and contradicts itself.
