I don't picture that for either of them. Both are home to some of the world's largest rain forests, tallest mountains, and greatest plains. None of which are particularly "dry".
Eh, if anything I think Africa has the land most suited for natural human living which is why we came from there. However, because it could naturally support humans there was less incentive to build society because people's base needs were met. But in places with harsher climates people were forced to group together and develop technologies to exploit the land more efficiently.
