Technically you could restore it to factory settings, then jailbreak it and recover all data with some cydia tools, but i won't guarantee it works.
Some phones can make data unrecoverable, or just tools aren't good enough, i only did it on android

Have you tried connecting it to a linux machine? When I have to back up some stuff from clients PCs to do a fresh windows install I connect the hard disk to my PC for faster transfer rates but I can't copy everything because of administrator privileges and passwords and shit. So I boot up Ubuntu from USB and copy everything the client needs backed up to my hard disk. No administrator or permission bullshit required.
