There's no reason one can't travel to North Korea or China, but a seasoned world traveller goes by the saying, "When in Rome, do as the Romans do".
It is imperative to follow the culture and customs of the citizens to not offend anyone or break any laws.
You might get away with stealing a banner in a hotel in England, or the USA, or Australia and get away with a stern warning at most, but these countries are completely different. You speak out against the state, you're gone. You want to protest, or set out to offend? You're locked up.
It's a totally different world there; western people have to remember that, and act with the utmost sensitivity and respect.
