In a nutshell, most file systems keep track of used data with inodes (or equivalent) which is like a table that the operating system looks at and says "oh, there is data located at XYZ, I cant write anything there". When you "delete" a file, most file systems just delete that entry in the table... and thus, the OS can say "oh, well XYZ is free to write to now", even though the actual data is still there. If you are asking if the FBI/federal law enforcement can get at that data, the answer would be yes, considering the fact that you can with freeware. The only way to "truly" delete that data would be to write over it (possible, but not reliable) or to get a program that can "shred" data (AVG includes this now with their free version... GET IT)
Likewise, even viewing can be tricky, for similar reasons, specifically for the reason that pretty much every web browser caches thumbnails locally (on YOUR computer) and so even when this thread 404s, your laptop will still have a shitton of loli on it.

For starters, it helps to know how your local law enforcement operates. For example, in the US, there ARE cases of people being prosecuted for loli, but these were usually OBSCENITY charges and not for CP. HOWEVER the charges were brought up because the perpetrators already had REAL cp on their machines. There is AT LEAST one documented case of someone being charged exclusively for loli, though my memory is shady on who and how, but this is not setting the precedent for the country for a few reasons.
For one, obscenity laws are dying, and even law makers despise them (almost as much as judges and artists), and how they are filed varies widely from state to state (US, obviously). Likewise, the probability of someone getting in trouble for loli exclusively is slim to none. Contrary to popular belief, FBI does not just perch on loli sites looking for prey. They instead try to find child pornographers and cp distributors, and typically direct their attentions there. If you look at the case history of most loli prosecutions in the US, the perpetrators were indeed almost always suspected of having real CP or were at least reported by someone who actually spotted the loli on their machines. In short, dont let your friends, family, or dog see your loli. It freaks people out and there is a really good chance they will report you.
Still, most of the cp offenders are found because the FBI DOES perch on cp sites when they are seized, and has been known to actually HACK cp sites to get IPs before taking down their suspects. The prosecutions have often then been carried out with only browser thumbnails (yes, people have been imprisoned for thumbnail evidence)

As for the UK, I am actually uncertain what agency enforces this kind of thing, but some things to take into account would be that, for starters, they too will probably be more dedicated to cracking down on real cp, especially with Russia being a prime producer for like 30 years now.

We can however try to establish what resources they may or may not have. They can probably rummage your digital trash as easily as the FBI or a normal person with any brains, but what other capabilities do they have? For the sake of argument, lets assume they are at least as equipped as the FBI in almost every regard. There is only one resource we can reasonably rule out the European agencies having, and that is the NSA.
The FBI cant actually track you through a Tor browser (also contrary to popular belief), but the NSA CAN. The NSA can also share this information with the FBI, which they do. HOWEVER, it is unlikely that the rate of information sharing between the NSA and european agencies (or FBI and Euro agencies) reaches a frequency or composition similar to NSA -> FBI. In short, it is super unlikely that you will be found if you are using a Tor browser.
Of course, in the highly unlikely event your laptop DOES get searched, you should still lean on the tools I mentioned before as an extra line of defense. The password you use to get into your laptop is meaningless, but a password for rar encryption will probably help, if you choose a good password. If your password has a dictionary word in it however, consider the password useless as well.
