Here are the mmr distributions globally.
Generally 2k players are know to be awful, and generally new. So yeah, bronze. I actually calibrated at 2.1k when I first started ranked because for whatever reason I decided to calibrate back when I was awful.

The worst is that I can tell if the game is 100% lost, based on early game decision making. Like sometimes it is just painfully obvious. At that point sometimes I just pull up netflix and watch "It's always sunny" and have it transparent so I can make sure I do not get an afk abandon. Unless I am a carry, however. there used to be an "unskilled player" category which didn't actually send a report to riot, it was just created as a way for salty players to vent
and if a player gets reported enough they look at chat logs and such and decide what to do from there
