He's seizing.
Initial treatment should involve placing him in a lateral position (on his side). This reduces the likelihood of the tongue relaxing onto the posterior pharynx (back if the throat) and occluding his airway. It may also allow secretions to more easily drain from his mouth. Remove objects in the area that the seizing patient can potentially strike during their spasms. Since that guy's in a field, there's nothing to really move.
CPR is not needed right now; he isn't in cardiac arrest. However, he may need rescue breaths once he's finished seizing if he isn't breathing or if his breathing is extremely slow or shallow. Call 911 as soon as possible. Find out if the person has a history of seizures. Check a carotid pulse (on the neck, as seen in the video) if the person stops breathing. If absent or if you're not sure if it's there, begin full CPR. Retrieve an AED or have someone else retrieve one. Relay the change to the 911 dispatcher.
And for the love of God, don't stick anything in their mouths. No fingers, no wallets -- nothing. They aren't going to swallow their tongue. That is anatomically impossible.

Black people love pretending they don't give a shit and aren't scared of anyone or anything...but truth is they're terrified of a white person who'll fight back. It's the "crazy white boy" mythos and it's real. I used to live around the corner from a 7-11 and I'd walk to it late at night to pick up 40's and there were always black people walking around at night. Being 6'3 and dressed in baggy clothes and a hoody black people would actually cross the street to avoid me. And I'm not tough, I don't even know if I could defend myself as I'm a pretty easy going person and people generally like me, but the fear of white people is real. Not being a manlet helps too.

I can't "fight" but I know how to defend myself. The trick is to not try and emulate what you see on TV or the movies, do what's comfortable. I can't punch, I look like an idiot with bad aim, but I can kick a mother fucker in the shin like a champ. You'd be surprised how many people lose the will to fight after a swift and hard shin kick. And if they try and swing while hopping around just kick them in the other shin. Now both legs hurt and you can just push them over.
