I've been in a couple of villages in Brandenburg and Rostock, these have really shit ass boring stereotypical Germans, and in rarer cases you hear about Nazis. There seems to be more in the villages. Berlin is a sweet city, Germans are better here but still mostly shit.
The stereotypes are true, not funny, very punctual, mostly play by the rules and don't take risks, cold, logical, find it hard to get out of their heads and be emotionally vulnerable, bad conversationalists. berlin is probably easiest for a newcomer, but a bit overdone. i would stay in the north or middle of east germany. there's no telling how the recent racist/fascist attacks in and around dresden and chemnitz might escalate. so i'd perhaps stay clear of those cities/areas. leipzig should be fine.
if going to the west, i'd go to the north sea coast, where the people are culturally low german, with their own language and culture, which tends to be a bit more cosmopolitan (seafarer tradition). or go to one of the biggest cities, where there are large expatriate communities (frankfurt, munich, etc.)

I lived in Germany for 5 years (my dad was in the Army). I lived in Bavaria, the southern half. The Northern half I can't talk too much about. I loved Germany, the people came off as cold sometimes but that's just the culture. Durring the beer fest, new years, Fasching, any major holiday Germans become really friendly. Lots of good times to be had over there. Awesome food, good italian, asian, Greek food as well. Only thing I'm not sure about is how Germany is now the rapefugees have arrived.
