That "arty" or "good" films - and the people committed to creating them - sometimes get some level of recognition is possible. Then again, hitting blackjack or getting dealt a straight flush in Las Vegas is also possible. The system (not everyone within it, but the system itself) is blind to goodness, so randomly it will stumble upon things that are good.
When things are good they're of course held up as shining examples of the story Hollywood wants people to believe, and that it desperately wants to believe about itself (few people enjoy the realization "holy shit, I'm just a crack whore"). *The money wouldn't flow anywhere near as rapidly if the truth were told* - any more than the public would buy most of the food they're sold were the grocery stores and fast food restaurants to show what's really in it, and what consuming it does to the body.
That the story of Spotlight is "see, a movie that wasn't just profitable garbage won a big award!" actually reinforces the point that the system doesn't know "good"-ness.
Perhaps a different but useful analogy is the US military. There are well-meaning people within it, people who deeply believe they're working for good and to offer their lives to protect other people. These are indeed noble sentiments and ideals. But the military itself exists to protect the oligarchy and its global financial empire. And ever expecting it to behave as anything else will simply lead to confusion, disappointment, or worse.
That's why there's such confusion over why this reboot looks to be so wretched. The point shouldn't be "why is this so bad?" but instead "what good luck the first one was so good."
