The GOP intentionally blocked legislature put forward by the dems and Obama for no other reason than to just see them fail. Given the power the GOP held in the last half of Obama's presidency, they are the reason why things were not getting done. Obama tried several times to work with them, but since he is a democrat, they wouldn't let legislation pass. I grant that Obama was a democrat wanting to do democrat things, but the republicans wouldn't even try to compromise. So nothing got accomplished.
